Traders Bay is run by the merchants guild.
The local leader of the city is openly corrupt and taxes passing trade heavily. Due to the nature of the world and the biggest settlements being at least a week away, it’s difficult for anyone to enforce law upon him.
Even if anyone managed to amass a force to challenge him, he has bought himself a rather large “city watch” in so far as it comprised of ex mercenaries and thieves.
Traders cove is also the last remaining city to enforce slavery as a trade and a legal form of workers.
The city itself is comprised of many influential business men and women who oversee the passing of their various companies ships. Otherwise it’s full of slaves and people who were looking to make there fortune and are finding the tails off wealth to be false. For passage to the island is cheap but passage off the island is extremely expensive.
